Passenger cars registered in Russia must be removed from Finland by 16 March 2024

In line with the EU Commission’s guidance, Finland banned the import of passenger cars registered in Russia from 16 September 2023. The six-month time limit for the removal of cars already imported into Finland will expire on 16 March 2024. This does not apply to the cars of EU citizens who are permanently resident in Russia or diplomats. In addition, buses with more than 10 seats can still enter Finland, for example. 

Passenger cars with Russian number plates must be removed from the country by 16 March 2024. The Finnish Motor Insurers’ Centre will not issue any new insurance policies valid after 16 March 2024 for cars with Russian number plates. Prior to that, you can buy frontier motor liability insurance at the office of the Finnish Motor Insurers’ Centre in Ruoholahti, Helsinki. You must book a time to purchase the insurance policy

If an uninsured vehicle causes an accident, the driver will not receive any compensation for their own damage.  However, the Finnish Motor Insurers’ Centre will be liable for damage caused by uninsured Russian vehicles to other parties.  

The Finnish Motor Insurers' Centre (LVK) is the party that ultimately safeguards the rights of a person who has been involved in a road accident and takes care of the consequences of a default on the payment of the statutory motor liability insurance. LVK has extensive international duties, and its members include all insurance companies that grant motor insurance policies in Finland.
