Traficom sends the Finnish Motor Insurers' Centre a report of the vehicles without motor liability insurance. The obligation of unregistered vehicles to take out motor liability insurance is monitored by the police in the course of their normal traffic surveillance activities. For vehicles entering the country, the obligation to take out motor liability insurance is monitored by Customs and the frontier authorities.
