Vehicles of foreign defence personnel

The State Treasury provides insurance for state-owned vehicles.

The vehicles of foreign Defence Forces personnel must have valid motor liability insurance. There are different options for insurance, depending on whether the vehicle has foreign registration plates or whether it is registered in Finland.

Temporary use under the registration of the country where the vehicle is normally based

Instructions according to the country of registration of the vehicle

  • EEA countries as well as Andorra, Bosnia and Herzegovina, United Kingdom, Montenegro, Northern Ireland, Serbia, Switzerland
    • For vehicles registered in these countries, the license plate itself serves as proof of valid motor liability insurance.
    • These vehicles can be used in Finland with the plates of the country of origin and motor liability insurance for the entire duration of the assignment.
    • If the insurance is not valid for the entire period of posting, you can take out frontier motor liability insurance for the vehicle from Customs or The Finnish Motor Insurers' Centre office (valid for a maximum of 12x30 days at a time).
    • The vehicle can also be registered in Finland, in which case it will be covered by Finnish continuous motor liability insurance (instructions under Continuous motor liability insurance).
  • Countries for which a Green Card is required (e.g. Albania, North Macedonia, Turkey)
    • A green card obtained from an insurance company in the country of origin is a certificate of valid motor liability insurance. The Green Card must be valid for the entire duration of the assignment.
    • If the validity of the green card expires in the middle of the assignment, you can take out frontier motor liability insurance for the vehicle from Customs or The Finnish Motor Insurers' Centre office
    • The vehicle can also be registered in Finland, in which case it will be covered by continuous Finnish motor liability insurance.
  • Other countries (such as USA, Canada)
    • You can take out frontier motor liability insurance for the vehicle from Customs or The Finnish Motor Insurers' Centre office
    • The vehicle can also be registered in Finland, in which case it will be covered by continuous Finnish motor liability insurance.

Continuous motor liability insurance

A vehicle can also be registered in the Finnish Vehicle Register. When a vehicle is registered in Finland, it must be insured with continuous motor liability insurance before registration.

When taking out insurance, the customer must undergo strong identification, and in practice, in these cases, it is required to visit the insurance company's office. When using the service, it must be evident that the vehicle in question is a vehicle of foreign defence force personnel.

The process can be handled by an authorised contact person, who must have powers of attorney from policyholders. The contact person must also be strongly identified.

The following information must be provided for the policyholder:

  • Copy of passport
    • The insurance company is obliged to save a copy of the passport in accordance with the legislation
  • Customer's address/contact information, where the invoice and insurance material will be sent
  • Information about the vehicle, e.g. Certificate of registration of the country of origin
  • Other necessary information (to be verified with the insurance company granting the insurance)

Payment: Insurance companies have the option to charge the premium for the first insurance period as an advance payment. The insurance company's office does not handle cash, and in many cases card payment is not possible either. In this case, the customer is given a bank transfer form. The insurance takes effect when the insurance premium for the first period has been paid.
