The owner or keeper of a vehicle failing to take out insurance must pay a payment corresponding to the insurance premium. The charge is levied for the whole time that the vehicle has been uninsured, but for no longer than the current year and the previous five calendar years. In addition to this, a penalty fee may be imposed that is up to three times the amount of the original insurance premium.

The payment corresponding to the insurance premium is meant to correspond as closely as possible to an average insurance premium. The basis for payment is based on risk premium research by the Finnish Motor Insurers' Centre.

The factors affecting the size of the penalty fee are the period of time the vehicle has been uninsured, whether the failure to insure has been deliberate and repeated, as well as whether the vehicle has been driven in traffic. According to the Act governing motor liability insurance, the penalty fee can be a maximum of three times as much as the payment corresponding to the insurance premium.
