The Finnish Motor Insurers' Centre handles traffic accidents caused by uninsured and unknown vehicles, foreign vehicles, vehicles holding temporary and frontier motor liability insurance policies, the damage to reindeer caused by vehicles as well as the damage caused by vehicles exempted from motor liability insurance.

According to the Motor Liability Insurance Act, the Centre shall compensate for traffic damage caused by an uninsured vehicle. As a rule, the Centre's liability for damage caused by an uninsured vehicle is similar to an insurance company's liability for damage caused by an insured vehicle.
However, the compensation liability does not cover
Personal injury caused by an unknown vehicle is compensated for by the Centre in accordance with the act governing motor liability insurance. Property damage caused by an unknown vehicle is only compensated for when it has been caused in the context of a major personal injury.
As a rule, temporary motor liability insurance is a motor liability insurance issued for a set period for a temporary transfer of the vehicle. The Finnish Motor Insurers' Centre bears the liability for damage caused by a vehicle with transfer insurance. Compensation is paid according to the act governing motor liability insurance and the regulations or instructions issued pursuant to it.
Frontier motor liability insurance is a motor liability insurance issued to foreign vehicles in situations where the foreign vehicle does not have valid international motor liability insurance. The Finnish Motor Insurers' Centre is responsible for damage caused by a vehicle covered by a frontier motor liability insurance policy. Compensation is paid according to the act governing motor liability insurance and the regulations or instructions issued pursuant to it.
Reindeer damage refers to the financial loss suffered by the owner of the reindeer as a result of losing the reindeer in a traffic accident. The Finnish Motor Insurers' Centre is the centralised place for compensating for reindeer damage caused by motor vehicles. The Centre also compensates for reindeer damage caused by foreign vehicles.
The Finnish Motor Insurers' Centre does not compensate for any other damage occurring in conjunction with the reindeer collision. Compensation for vehicle damage or personal injuries caused by a reindeer collision is sought from the vehicle's own motor and all-risk vehicle insurance policy.
Traffic damage caused by a foreign vehicle in Finland is processed and compensated for by the Centre. If the damage was caused by a vehicle registered in an EEA country, the damage can be processed by, in place of the Centre, a green card representative authorised by the Centre.
Information about green card representatives can be obtained from the Centre. The damage report can also be submitted to the Centre which will forward it when necessary.
Compensation is paid according to the Motor Liability Insurance Act. If a foreign vehicle is insured in a green card system country, its traffic insurance policy is used to compensate for personal and property damage suffered by the other party (including pedestrians' and bicyclists' damage), as well as injuries suffered by the passengers of insured vehicles. However, with the exception of Swedish and Norwegian vehicles, the owner and driver of the vehicle which caused the damage do not get compensation for their personal injuries.
If the vehicle causing the damage has a border insurance policy, it is also used to compensate for personal injuries suffered by the guilty vehicle driver and owner.
